The parking brake pedal is designed to be self-adjusting for brake wear and cable stretch; the switch itself is strictly pedal position activated and is not independently adjustable. There is a wire w/spade terminal attached to the p-brake assembly that sometimes gets corroded, loose or dirty. Contact surfaces within the assembly supply ground to that wire when the p-brake is applied and these could also be corroded/dirty.
Side note: if the assembly needs to be removed, there are indexing holes that line up at a certain pedal position. A punch, rod or drill bit can be inserted there to take tension off of the cable and ease disassembly/reassembly.
