Check throttle body first, very easy to check just pull the boot off it and look for damage, look to make sure the stop screw is being reached. If there is a gap in the stop screw don't adjust it, see what is causing it to bind.
With no CEL it and if the vacuum leaks were cured the throttle physically being open could cause idle that high.
But if the throttle position is physically proper then you need a vacuum leak for high idle LOL.
The IAC being stuck in one position could cause that also. Unplugging one that is stuck in the open position will not change it, and if it has the correct resistance the 2000 ECU might not catch it.
I have owned 2 X 2000 4.0's, and one 98 that I put a 99 in. I did have one IAC go out, it was extreme high idle. I had one laying around and swapped it out, worked great. No check engine light before or after.
Even with a vacuum leak your engine will adjust to a decent idle. I'm voting IAC. It is in fact an electric motor on that IAC and I believe there is a test for it, I'll take a quick look.
