Replacing the hood release cable was not a difficult job, it took me about 1 - 1 1/2 hours to do on my 2000 Ranger 4x4.
The tools I needed were;
1/4" drive ratchet,
1/4" drive long extensions (2),
1/4" drive 5/16" socket,
1/4" drive 9/32" socket,
needle nose pliers,
cutting pliers,
long narrow straight blade screwdriver.
1) I could not open my hood so first thing I had to do was remove the 2 5/16" screws holding the hood latch to the radiator support & pop the latch so I could release the hood from the latch.

2) Flip over the hood latch & using the needle nose pliers I removed the metal inner part of the cable from the latch, then using the needle nose pliers again squeeze the two plastic tabs holding the plastic retainer that is part of the outer casing of the cable so you could remove the cable from the latch.

3) Remove the 2 9/32" screws holding the release handle from the bottom of the dash.

4) Trace the cable to the firewall & from the engine compartment using the long narrow straight blade screw driver push the rubber grommet from the firewall into the interior. It is the hole just below the accelerator cable on my 2000 Ranger.

5) At this point the cable is all but loose except for a metal clip attached to the plastic inner fender panel under the bundle of wires by the power distribution box. If you just grab the release cable & pull towards the front of the truck it will pop out of the clip (thanks to black06xlt for that info). At this point to make the old cable easier to remove I cut the pin off the end of the metal cable & pulled it of of the plastic housing, & then cut the plastic housing to make it easier to remove so I did not have to fish the whole cable housing into the interior.
6) Installing the new release cable is a reverse procedure, I fished the new cable through the hole in the firewall into the engine compartment, fishing it under the wire bundle which I could not do, so I routed the release cable over the top of the wire bundle between the ABS motor & the fender, past the battery, & under the head light wires & through the hole in the radiator support out to the latch. Since I routed the release cable a little differently then it originally was I used a couple zip ties to secure it to the wire bundle by the power distribution box & to the radiator support.

7) Install the new cable into the latch snapping the plastic retainer clips into the latch, & then install the metal part of the cable into the release arm of the latch. Before installing the latch, put some anti seize on the latch mounting screws, & then mount the hood latch.
8) Pop the rubber grommet back into the firewall & Install the two screws holding the handle portion of the cable to the dash completing the install.
