CONGESTION PRICING: The Next Step CALIFORNIA is Taking to Make Driving a Car Too Expensive.

"AB 3059, as introduced, Bloom. Congestion pricing demonstration
pilot projects.
(1) Existing law provides for the development of a congestion
management program for each county that includes an urbanized area
by a designated congestion management agency. Existing law authorizes
the Metropolitan Transportation Commission and the Bay Area Air
Quality Management District to jointly adopt a commute benefit
ordinance that requires covered employers operating within the common
area of the 2 agencies with a specified number of covered employees
to offer those employees certain commute benefits.

This bill would authorize 2 congestion pricing demonstration projects
in northern California and 2 in southern California. The bill would
define “congestion pricing” to mean the assessment of a charge on
motor vehicles using local streets and roads in a participating
jurisdiction, which charge could vary based on the time of day or the
day of the week. The bill would require the governing body of an eligible
participating jurisdiction, as defined, to adopt a congestion pricing
ordinance containing various elements, and would require the proposed
ordinance to be approved by the applicable congestion management
agency subject to a finding that the proposed demonstration project is
likely to be successful.

The bill would require a charge by a congestion
pricing ordinance to be imposed consistent with the California
Constitution and federal law. The bill would enact other related
provisions."

Bill Text - AB-3059 Congestion Pricing

If you're having a little bit of an issue in interpreting whats being said under all of the legalese terms and jargon; there are a few things already out there but this is perhaps the most blunt explanation in video format since few like to read and prefer pictures with story time. Residents of california are about to really start taking in the pooper sideways and pay to say they love it!!

It wasnt enough to hike up your registration fees, it's not going to be enough to raise your gas cost at the bump another $1.47 a gallon, its not enough that they've swiped out full lanes of much needed traffic space for their self made problems so they could put in Green-ways to give you a hint your ass should be on a bike and not in a car. Lets not forget the already rising costs to live in sunshine nonstop. But they are gonna come at you from charging you by the mile soon and charge you to drive in general in and out of specific areas.

They keep us all busy enough working and to not attend city meetings because of illegally held times to be able to voice an opinion or vote on these things and of course your silence in any matter is consent... Sorry guys but thanks for reminding me why I left that state.

I guess I am not clear on how this will all work out for them.

Designate an area that is more congested than you want.  Sure, fine.  Charge more on a car purchased by someone in that area.  Ok, I can see that.  What about cars purchased outside that area, but still primarily used there?

And requiring companies to offer 'commute benefits'.  I will say I am not cool with a bunch of added taxes, specially ones that look problematical to enforce.  But requiring companies to do things i also disagree with.  If things like that become seen as employment benefits, companies will offer them to stay competitive.

A lot of this is why we enacted TABOR, no new taxes without voter approval.  It can be a problem at times, but other times I whole heartedly like it.

As for the State monitoring miles driven in order to tax usage since they are loosing gas tax revenue, I will be against that always.

Maybe if the state of CA focused on current policies/laws rather than write new ones, they could reduce traffic congestion. For starters, get the illegals out of their cars, off the road and out of the USA. Lightens up the load on the grid, water, sewer and other infrastructure too.

Totally agree with both of you.. But for some reason, California and a few other states here in the west have an issue with Sprawl and with not even any real reasons that seem logical. With all of the natural disaster issues Cali has, and you want to pile 10's of thousands of people on top of each other in tall buildings? Fires? earthquakes? water shortages? "Claimed" food shortages despite govt paying subsidy's to NOT grow food? WTH?

Everything is just so ass backwards...
