Most of the time it's either the key or the key reader is bad. To be completely sure I would take it to a ford dealer. Coded keys are an expensive part to try. I would estimate if either one of the parts are bad i would say about $300-$350 would fix it. Usually on a security lock out the vehicle needs to go to a dealer to reprogrammed since the key and key reader are VIN specific
