So I took a picture, this is behind the passenger seat. I don\'t know if anything goes
here that is missing or what in the world these brackets are for. Hopefully someone can shed
some light for me.

That holds a small bottle jack for those still on stock tires and maybe a squeeze bigger...

Yep, it should be a bottle jack and it's 3 piece handle. There should also be a plastic cover for it with a bolt that screw into the rectangular piece of steel. You might want to hit up a junk yard for the jack and handle

Have you checked out your spare? Mine was dry rotted at eleven years old. I picked up an extra steel wheel and the next time I changed the tires I kept the best old tire as my spare. The next time I change tires I will keep the best of my old tires as my spare once again.
