Hey there, Mr. Toadboy! Sorry for the non-response. I just ran across this post myself.
Disclaimer: I'm not completely familiar with the 1996 model Ranger, so what I say *COULD* be incorrect. Other members, please chime in!
From what I can see, your 1996 has an air bag similar to the 1999, which my son owns. That being said, the clock spring and other wiring should be the same as the comparable year Explorer. I would go to a local salvage yard and grab one. If your truck doesn't have tilt wheel already, now would be an excellent time to upgrade, as every Explorer I've ever seen had tilt and cruise. Take a good picture of the connector (brown) that the clock spring harness plugs into to ensure the Explorer unit will plug in. It isn't difficult to remove/replace the entire steering column. However, if someone just cut the harness out, you could simply replace that. Makes me wonder though, WHY did they cut the harness in the first place?
