It's most likely being rated PMPO, not RMS or similar, not uncommon.
As someone of electronics - You should know in reality RMS doesn't exist. RMS basically "averages" the sine wave values, taking into account of course the fact that power is related to the field value (voltage or current) by the power of 2.
