In GA if you swap out the stock engine and install any other engine that was not available for your year and model of vehicle you are now exempt from emissions testing. Also if it is over 25 years old you are exempt from testing. Initially there were lots of rednecks stuffing big block engines in trucks that came from the factory with a max engine size of 351 or 350. I had a buddy that put a Isuzu diesel out of a totaled box truck in a mid 90's Bronco that had an engine that had a short life. His main objective was to avoid the hassle of the yearly inspection but it had more power and got better fuel mileage.
