Funny that you can't take any engine and either swap or modify it, as long as you meet the emissions of the year of the vehicle. That way putting no additional emissions, above your year vehicle in the air. As long as you pass your inspection I would think you would be doing your part. As I have said before THANKS for all the effort you put in this thread and the site and this problem I and maybe other, are having. The "ORV Clause" was not even a thought, nor did I even see anything on it so I appreciate the info. Actually I thought the effort fro Cummins was focused on On Hyway Vehicles.
