That was in '86, there was a time compliance TO to have everything swapped over by mid-87. The armorer in my guard unit looked at it and felt that it made the rifle less effective so he did not do the upgrade. He felt the same way about the A2 upgrade in 69 except for the 30-round magazine. He was an ornery early Viet Nam Vet that was the son of a 3 star. He got out of the Marines and joined the Air Guard in the mid 60's as the armorer and was forced to retire when he turned 59 & a half. He was a Master Sergent for almost 30 years. With the A3 upgrade the M-16 lost the full auto capability for the 3 round burst. There was also an upper swap-out with a new rear optic that was a POS. The fore grip was also changed and the gun was re-springed.
