When they do get around to paying you you will most likely get a lump sum.  This will hit you harder in the taxes that get taken out.
That is what happened in 1995-96 shutdown. I was doing a Southern Watch in Kuwait scheduled to return Dec 20, 1995 while in the Air National Guard. They also stopped all air transport so I was stuck in Kuwait with expired orders and I would not get amended orders until everything started up. To add further insult of getting back in time for Christmas we got no pay. 
Even though the shutdown ended in early January it took till the end of the month to get the backlog straitened out with the relief replacements. It was another month after that when we got paid. We were no longer in a tax free status and got zapped with almost 2 months of pay in a lump sum with taxes taken out.
The 95-96 was when Republican Newt Gingrich played politics.
