Doing machine work myself, actually sounds a little low especially for a good quality job. He must be tooled already for this type of alteration and has a spin fixture to weld uniformly on the diameter.You are exactly right. They do this a lot. They are big in the lightning community for widening wheels
IMO it is a good price for that much work but I bet he still makes you sign a disclaimer.
