Tula started a US company back some 25 or so years ago to handle import and distribution for their crap ammo. Tula was the state owned ammo and firearms manufacturer for the Soviet Union. Every communist controlled country had a weapons and ammo manufacturing plant that produced TulAmmo products.

The Russian ammo and surplus rifle ban happened during the obama administration. The ban was limited to Russia and the countries under their direct control. The other countries could still import that is why we still have ammo coming in. Wolf, Silver Wolf, Golden Wolf, Bear, Silver Bear, and Golden Bear are all Tula brands that are supposed to be better grades of ammo. It is re-boxed crap.

I have had 2 squibs with TulAmmo. I have tried their primers and had an 11% failure rate (I had 3 boxes - I used 2 and threw the other one away). The spent brass is also very soft and extremely difficult to reload and any hot loads will blow out the webbing and can damage the gun. I have run some of the TulAmmo brass through a chronograph and it is all over the place.

The lacquered, brass washed, and plain steel are very abusive to the throats, chambers, and extractors on rifles. The TulAmmo works best in weapons designed with loose tolerances like the AK, SKS, and CZ. Steel pistol cases also do a number on pistols as well.

Spend a dollar or two more on Remington White Box, Blazer, or Aguila. Also be aware that Perfecta is made by TulAmmo for S&B.
