The entire frame/body is earth, the horn's other contact (negative, earth, ground..) is to the horn body and grounded via the screw that holds it to the frame. Hot or positive is switched with a relay. 

Pretty sure the relay is hot and the horn button completes the circuit to ground. 

So either the horn is just burned out or the connection to the frame is rusted. Ordered a 9 dollar horn from Rock Auto, I'll play with the old one when I get it out might be that ground to the horn frame.

I just have never seen one go out. The world of Rangers is an unusual one.

Thanks guys, I'll post the results. Hopefully the new horn doesn't sound like an early VW beetle or a civic. 

The white one I stripped last year had a very large train horn type device. I sent it to the junk yard, I don't need a sonic head splitter of a horn.
