If it is near the bottom hose then it will be measuring the temp of the cooled water leaving the rad - that is why they put it up top, usually just under the thermostat to measure the temp of water leaving the block. There is normally a bypass to allow the water to circulate the block when the thermostat is closed - the gauge sensor needs to be in that circuit!
