Yeah that sensor is in a stupid spot. The spring on the thermostat gets its heat from the water.  If the water doesn't get to the thermostat it doesn't open. If it doesn't open the heat sensor on the other side never sees the heat.

It works if the radiator is blocked or the fan clutch stops because it still has water. It needs to be somewhere toward the bottom hose of the radiator.
