It comes on till it has enough pressure at the rail then it shuts off. When the fuel demands are higher it keeps running.
I'm not convinced it is fuel, the schrader valve should have pressure though you are right hmmmm.
The 98 4.0 was awesome! I'm headed out for a few, do you drive this thing or is it sitting as a battery charger? You could drive it up to one of the canned auto parts franchises and have them throw the code checker on it. It might lend some clues at least.
