Late 90's I had an intern with an almost new Civic  that had a custom built Acura 1.9 Turbo installed. Roughly a 230-240 HP motor. It also had the fart can exhaust. He couldn't plant the HP to the street. It sounded bad but it couldn't keep up with my wife's 96 Volvo 854. I had adjusted the blow-off on the turbo, added a less restrictive air intake, and alcohol injection post-turbo. I also has sticky tires. All the Volvo's mods were to increase fuel mileage but upped the HP from 222HP to 260ish HP. City gas mileage went from 19 to 22 And highway  from 26 to 29mpg. Unless you stuck you foot in it.
