What about supercharging your sohc engine? That should be legal in ca still lol lol

I would love to do a coyote swap or heck even the Ecoboost 

I had a referee in Colorado I went to for many years, everytime I completed a conversion. Like you I would give him the truck they take it behind closed doors, hour later he would come out and say sure thing I'll sign off on this..

There was one time I had to add a charcoal canister simply because he didn't want to see me collapse my fuel tank hahaha and of course he had to inform me that on a federal level my old explorer was considered a “gross polluter” because I removed the secondary cats but we were only concerned with passing Colorado emissions so all was well.
With my 97 f350 7.3 it came to me with no cat converter I couldn't believe a 97 diesel had a cat, but they did so I got an 4” dodge cat off a a guy from the power stroke forum and put that in there. Passed problem was later my truck decided to leak diesel from an injector it melted the dodge cat until there were 4' flames coming out of my exhaust, towing a ranger up the hill in Colorado during fire season. Other drivers saw me and reported, we also noticed the flames and pulled over immediately. There were several cops and fire trucks.. luckily nothing happened and I towed it home.
The 97 does not have a cat now here in Idaho.

To try and pass emissions in ca with an 03 ranger and a 5.0 will never happen no matter what you do some referee will flag it then you are screwed. What you need is a 98-01 ranger or a primary residence outside of ca ;)
