No water in the garage, the electrician will run the line from the house to the garage. When the slab was poured the contractor put a pipe in the slab so the electrician has a way to get the line from underground to the panel.
When I put power in my shed, the panel is on the outside, so I didn't have to designate an area around the box that would need to be kept clear.
