They almost look like they were meant to be mounted on or under a bumper or racking of sorts. very odd. In either case with a better look at the mount you are hindered into either mounting from below or as you stated in a hanging position. On top of that in either fashion, you may also have to compensate for height or drop if you will to clear openings of the grill area too.
