I don't live in the rust belt but when I pulled my bed to replace the fuel pump I wire brushed the affected areas. Then I used Rust Bullet which had a whitish gray color. After it cured I used up a Dupli-color of Tuxedo Black spray can that I had. The spray paint was just to cover the light color of the rust inhibitor. The spare tire holder was in sad shape but I was able to save it.
