POR15 is a paint over rust product that is intended to go on frames and dries HARD. There are complaints that it is so hard it cant flex so it cracks. Same with [font="segoe ui", "helvetica neue", Helvetica, Roboto, Oxygen, Ubuntu, Cantarell, "fira sans", "droid sans", sans-serif]Southern Polyurethanes (SPI) #6620 Black epoxy primer, but if scuffed it can be top coated. If you are restoring a vehicle its frowned upon to use a paint over rust product. If you need salt protection one of products would help.
