If blend door seems to be working, switching air flow & vents as it should, may be the HeaterControlValve in the 5/8" heater hose loop feeding the HeaterCore.
With heat on max, do both hoses in front of the FireWall, in & out of the HeaterCore, get hot?
If not, the VacToClose line to HeaterControlValve has gotten loose, or the HeaterControlValve dashpot is shot, or there is an air "dam" in the HeaterCore hose loop which needs to be bled off.
Not sure which version of the Valve you've got?

A few years back, replaced the 2way junk Plastic HeaterControl"Ball"Valve with older style Metal HeaterControl"Plug"Valve, both are VacToClose. Click links below for more info.
