One of my initial ideas is to remove the bushing altogether and put a bracket in with a torsion spring pushing one of these:
****note, this one is only 1/2" diameter****

In these positions:

Tight spring loaded would always push the window toward the back and allow flexibility for the position to change slightly on the way up.
