yes but the pump is still hot and weak even if you pull off highway and check it I bet you find it sounds like a whiny struggling pump
plus you said:

That should NEVER be the case with a returnless fuel system, 30 psi will just barely get it running and moving down the road, its half the pressure the injectors need to atomize the fuel properly
Should be 64 psi, +/- 4 psi
