the two piece design is for installing the headers with the engine in the explorer........ I am not sure if I have ever used it. Meaning I always have the header completely together before installing to the engine

tight fit

Sometimes you have to get all the pieces in place, then the cyl 5 manifold gets bolted to the main header loosely, then the header is put to the engine block loosely then finally #5 flange is tightened down.
