I would do the filter first, it isn't a waste even if it ends up being the fuel pump. I've seen Rangers with over 300,000 with the original fuel pump they are pretty solid.
Jim, that is what I am planning on. I ordered a fuel filter & a fuel pump from Rockauto & just waiting for them to be delivered.
