you can apply for title for abandoned vehicles, it can be a pita but you can do a title search, and also in many cases apply for title if the vehicle is in your possession and no title is avail.
Sometimes in some states if the title is located you do have to track down the PO and get a signature....but in some places even without that you can get the title transferred to you...... check with Texas I bet its easier then you think
