I don't think the issue is shear strength. Unless the bolt fills the holes perfectly then the joint can move and fret the bolts. To do so you cannot use screws (thread to head) and any bolt will have to have a very short shank. Ideally a specialist bolt fitted into reamed holes would do, but why bother when a solid rivet does the job perfectly?
