That makes sense from a functional standpoint but that would imply that originally there was a plastic bedliner and then it was removed and replaced with the spray-on bedliner. I don't recall seeing any other such mushroom head screws elsewere in the bed but I will have a look. Thanks!
The screws were only used for the tailgate and replaced the ones that hold the access panel to the tail gate. They just remove the screws you needed and replaced them with the shoulder bolts.
