You are correct, black interior was only an option for FX4 trim packages.
Black seat belt material should be easy to find cause it should be very common. But don't try and get it out of an fx4, just get new belts made.
I wonder if you could pull the light out of the housing and mount it in the long amber bar up front for your sequential signals. Apologize if that was your stated intent.
Yes, that backup light is cool. Do it!!!
