Don't know about now, but in the mid to late 1970s, I was a parts clerk at a local NAPA dealer.  Brake lines were CHEAP.  I know things have gone up over the years, but that fuel pump line price sounds ridiculous.  Maybe that NAPA dealer looks for ways to "enhance" their bottom line.  Hard parts, like spark plugs or oil filters, NAPA corporate sets the selling price; but a custom-made thing like you described, pricing is at the discretion of the local store.
