you know I got lucky and was able to back the 2 nuts off on the back of the hanger without too much fuss. I can say that pulling the 4 bolts and removing the bumper is worth the time an energy spent. I left my hitch on so 2 of the bumper bolts had to be removed with a wrench and hammer but still worth the extra visibility for sure! I'll let you know if I'm still saying that when I try to reinstall the bumper with the hitch still on though
Did you do this before or did the PO replace those? This is the second time around since they are not born with bolts. Looks like he might have gone cheap usually by the time the shackles toast the second time the frame is toast too and yours looks normal.
