The issue is staffing them, they need 4 staff per bed (2 shifts per day) - it takes so long to train doctors and nurses, you can't just whistle them up. You want a resilient health service? You have to pay for it!

Exactly.  When I referred to 'bed space' staff, equipment, and floor space is what I meant.  People are willing to spend when they need it.  The rest of the time they will resist.  People in general are dumb panic tending creatures.
