Back just before the beginning of Iraqi Freedom I was the NCO in charge of the telephone/data center in Kuwait. Wire nests like that were common. For two months we replaced and straitened out the wire runs trashing a truckload of crap CAT-V/VI and fiber daily for over two months. It cleared up a lot of network problems and provided intensive hands on wiring training for the 6 guys I had that were just out of their tech schools.
I'm gone guess you pretty much just cut everything out and started fresh?
