Not sure how he checked them but from what you are saying the tires were hanging on the lift.
Not knowing what your truck is but online an '03 I would put a floor jack under the lower A-Arm and then try to move the wheel in and out, some play is ok, could be just a good grease job IF you have grease points.
It fools a lot of people when the vehicles are hanging and the wheel moves in a nd out, the mechanic can make some fast money on Upper and lower control arm replacement, like OEM Ranger have.
