So in a non-emissions state, can you just get a muffler shop to cut them out and replace with pipe?
Absolutely not, it is illegal but not enforced. You would have to do more than one really stupid thing to get busted though. If you pull the truck in on a trailer and tell them it is for race only then you could get a custom exhaust.
