I have built a couple of 351 Windsors. Besides the windage tray shifting to a high output 302 cam were the best upgrades - maybe the Weiand intake and 4-barrel carb also. All of my experience was 30+ years ago.
It's currently got a 4 barrel Holley, although I'm really not a fan of it, seems to constantly be giving fits. May tryo to track down a predator or just say hell with it and get a fast efi carb.
I know cam and heads would wake this thing up more than anything besides a little Schneef of the good stuff, but unless I find a set of heads for scrap prices, they're on the back burner. If a 302 Ho factory cam wakes it up, I might be down with that though
