So at the washer pump itself do you have a way to check for power? If you pull the stock or push the button and the wipers come on chances are the multifunction switch is working and sending a power to the washer pump The connection at the washer pump is suspect The clip and wires are under the hood and often get spilled on, the wires can be corroded and the connection intermittent So the test is to check for power when you activate the washer/wipers at the pump My BII the issue was always the connector at the pump needed to be cleaned/fixed. I eventually replaced the connector with one from a later model when mine could no longer be cleaned up
