Never heard of pulsing but I can see it happening as the connections rot to the resistor.
Lucky for you they were the same from 95 to 2011, supply is great, price is low, get the pigtail with it. the resistors were not the problem, the pigtail was. I have replaced at least 3 maybe 4 and there is a thread somewhere here on that subject.
When I replaced the resistor in my 2000 Ranger I could not even get the plug off the resistor it was rusted on so bad.
