I can answer part of this, headers and dual exhaust will certainly pass emissions as long as you have the catalytic converters on and there is no other underlying motor problems.

The stock tune will handle it. Tuning is so cool though LOL.

As far as the H or X bar no idea. I have read articles where it does nothing and articles that makes either sound like a must have.
