If you want to be able to disable only and then default to enabled at key up, that could be done using a single Bosch-style relay and a single push button in a latching circuit.

If you want to be able  to both disable and enable the device and default to enabled on key up, it could be done using the latching circuit with a single relay and 2  push buttons (on and off).

It is also possible to enable and disable and default to on at start using a single normally open pushbutton and a group of relays. However, the wiring gets a bit more complicated.
