It varies from state to state, best to contact a referee, the guy who will actually be giving the waiver before you start the swap.

The rule that the drivetrain comes from the same engine or newer comes from California about 10-15 years ago...emissions laws are changing nation wide and have changed since then.


I am putting a 98 drivetrain into a 07 ranger and it will be 100% legal in Washington state because they only require it to talk to their OBD2 scanner the truck should have enough drive cycles on it for the emissions readiness test, and pass with an all clear, after that they just check that it still has the OEM 2007 emissions equipment on board like EGR, 02 sensors, cat converters, and a charcoal canister IF they even look that deep... before we even began this build I spoke with a referee in the Seattle area to ensure it would be a legal build.
