if the valve did not pump up with vacuum it must have a hole in the diaphragm
Faulty EGR valve will cause excessing egr flow detected code
Which style EGR valve does your 2.5 use? Can you post a picture?
When you apply vacuum to the EGR valve it MUST open. If there is no change or it does not hold some vacuum there is a leak/hole inside the valve
I suspect bad egr valve new ford part or not

"Today I just checked the egr valve with a vacuum pump. I pumped it up and nothing changed at all"
