lack of switching is USUALLY a faulty 02 sensor. When you unplug the sensor you can take a look at the wiring pins and make sure all is good. When replacing a bad sensor I simply cut the wires and use a large socket to remove, otherwise there are various 02 sensor wrenches and sockets that can be used.
