Oooooh So Cal, I do not think they would allow waste oil heat or wood anymore! Mot without jumping through hoops. Emissions nazi's.

In that case I would do natural gas or propane
I have a propane heater came with the house I will be removing. In the middle of summer I can get propane delivered for as low as 1.40 a gallon! We have been using about 1800 gallons of propane a year so I am looking to make cuts where we can (6 people, two families). The first year here was rough we burned up alot of it, I think we have it sorted now I hope to use 800-1000 year. 
If you have natural gas service...that is the way to go, some sort of natural gas based heat.

If you have a slab to be poured you can look at heating the floors, a small on demand tankless water heater and pump warming up the concrete will go a long way towards an efficient shop space

We are off grid so our heat comes from wood and propane. I would like to add a waste oil heat as I am a shop and we own several diesel trucks (7.3 powerstroke = change 4 gallons every 5000 miles). I collect clean waste oil and it comes quickly. Waste oil makes sense for us.O
