My guess that is nothing to do with the concrete affecting the tyres but just distortion.

My granddad used to winter abroad and always had his car laid up which involved jacking it up on blocks so that the tyres were off the ground and didn't get flat spotted. All the chrome was smeared in petroleum jelly and covered in muslin too!
