There is a transfer case control module in the 98. It's under the dash I have actually seen one of mine but it was way up there and a while ago.
It doesn't normally cause problems, but from your description it could be that since you have checked your switch and replaced the motor it is kind of the next step. I have never had to fool with one.
I'll check to see if my 99 explorer has the same one if it does I'll send it to you.
